Mineral OKs loan to obtain Barr building

County planning on using extra space for court-related offices, say officials

KEYSER, W.Va. — Mineral County commissioners approved a short-term loan for $469,766 to the county’s building commission to purchase the building on West Street where Attorney Jack C. Barr’s office and the magistrate court is located.

The loan is required to be repaid in 120 days. The building is needed for additional space for court-related offices like the family law master.

The county commission has been working for about a year and a half to acquire the Barr building, according to County Coordinator Mike Bland.

“We have been working on this project a very long time,” said Commission President Cindy Pyles at Monday’s special meeting.

The county commission has been working on acquiring additional space for the courthouse for eight years and had considered using the parking lot across the street from the courthouse and the Mineral County Detention Center, according to Bland.

County officials will have to decide if more offices need to be moved into the building or if any of the offices need to relocate.

Bland said that Barr’s office will continue to lease the building until March but conceded he was unsure of plans after that.

“It will give the county commission time to meet with the building commission and discuss what we want to do next with the building,” said Bland.

The building commission met with Barr on Monday to sign the sales contract and other documents required to close the deal.

“Barr, in selling the Barr building, wanted to settle before the first of January due to tax issues,” said Bland.

The building commission, which is comprised of three members from the public, was created a number of years ago for the construction of the Mineral County 911 center on Pine Swamp Road.

“The county commission can’t enter into a long-term debt contract and can’t borrow money. It has to be done through the building commission,” said Bland.
