CUMBERLAND — A 32-year-old city man was arrested Sunday after Cumberland Police responded to a complaint to check on the well-being of a child at a Maryland Avenue residence.
Investigation led to the arrest of Mark Smith on charges of second-degree child abuse, second-degree assault and reckless endangerment.
Following a bond hearing, Smith was jailed in the county detention center on $75,000 bond.
Police said officers arriving at the scene were told that a child could be heard inside the residence screaming.
Police made contact with Smith, the child’s father. Investigation revealed that Smith allegedly punched the child on top of the head, stomach and arms.
Smith allegedly covered the child’s mouth to stop the child from screaming at which point Smith sat the child on a chair, grabbed the child around the neck area and cut the child’s hair military style with a razor blade leaving numerous cuts throughout the child’s head.
Child Protective Services took custody of the child. The child did not require medical attention, police said.
