KEYSER, W.Va. — Keyser Police arrested Dustin T. Loy of Keyser on charges of possession of a controlled dangerous substance, underage possession of alcohol and shoplifting after officers investigated an altercation complaint Saturday on the Memorial Bridge.
Police interviewed three people involved in the 5:50 p.m. complaint.
Loy was found in possession of an unopened container of alcohol and a hypodermic needle containing a brown residue, police said.
Surveillance video from a nearby business led to the shoplifting charge.
Loy remained jailed Monday at the Potomac Highlands Regional Jail in Augusta in lieu of $3,000 bond.
