— OAKLAND — Charges of casting rays of light with a weapon in possession, hunting deer in closed season and hunting deer at night against David A. Topper, 35, of Frostburg, were dismissed recently in Garrett County District Court.
The charges were filed in November by the Maryland Natural Resources Police.
