3/20 - Driver charged in felony traffic stop

— CUMBERLAND — A traffic stop made for alleged speeding led to the arrest of a Frederick man early Friday on westbound Interstate 68 at Rocky Gap Road, Maryland State Police said.

Richard D. Hall Jr., was charged with possession with intent to distribute marijuana, possession of marijuana and possession of drug paraphernalia following the 12:34 a.m., stop made by Tfc. C.W. Miller.

Following a bond hearing, Hall was jailed at the Allegany County Detention Center in lieu of $15,000 bond.

A drug scan by the Allegany County Bureau of Police and a K-9 drug scan led to discovery of 455 grams of marijuana in a bag under the front passenger seat and the arrest of Hall, who reportedly told police he was responsible for the marijuana.
