If Congress shuts down the government, don’t pay Congress

Under the Constitution, the Congress must be paid.

We need a constitutional amendment that says when Congress shuts down the government, Congress cannot be paid, nor can it get back pay.

Then and only then will they do the people’s business and not their own.
