Frostburg needs volunteers for boards, commissions

FROSTBURG — The city is looking for volunteers to fill vacant positions on several boards and commissions, all dealing with land use issues.

In fact, one-third of all land use board positions — six out of 18 — will be up for appointment by the mayor and council in 2012.

First, the Frostburg Historic District Commission, which has two positions available, hears requests from property owners in the historic district area who want to make exterior alterations to their homes, including new construction and demolition. Most cases involve renovations, additions and repairs.

The Historic District Commission term is for three years, and the position is ideal for someone with a background or interest in historic design, architecture and preservation of Frostburg’s past. Since procedures are legally binding, an interest in preservation law is helpful. Meetings are the second Monday of every month at 4:15 p.m. in the Frostburg Library.

Second, the Frostburg Planning Commission meets monthly to review and comment on major site plans, annexations, subdivision plats and make recommendations for variances and conditional uses from the zoning ordinance. The commission also oversees the preparation of the Comprehensive Plan and revisions to the zoning ordinance.

Terms on the Planning Commission are for five years, and the position would be suitable for someone with an interest in neighborhood land use and design or how the city can prosper and grow in harmony with the natural environment.

Finally, the Board of Zoning Appeals hears all zoning appeals, both conditional uses (called special exceptions) and variances to site regulations in the zoning ordinance. The board, which meets on an as-needed basis — usually about once every six weeks — also hears appeals of decisions made by Community Development staff.

Because the Board of Zoning Appeals is a quasi-judicial board, it would be ideal for someone with an interest in the legal aspect of zoning. Terms are for three years.
