MDE does not have the authority to lower rates

— I appreciate the Times-News covering the concerns of Georges Creek-area residents facing potential water bill increases and look forward to meeting with residents on Sept. 9 at Westmar Middle School. However, the recent editorial (“Chance to talk,” Aug. 30) may give the false impression that the Department of the Environment has the ability to take actions that will lower water and sewer rates; in fact, MDE does not have that authority.  

The estimated $28.8 million project is financed by MDE, which is providing more than $19 million in grants and a low-interest loan of nearly $9 million. We understand that the county is exploring options to refinance that debt over a longer period, which would slightly reduce the immediate costs to residents.

 We look forward to our visit and to answering residents’ questions about the purpose of the Enhanced Nutrient Removal upgrade to the Allegany County Georges Creek Wastewater Treatment Plant, what the benefits to local waterways and the Chesapeake Bay will be, and the state funding for the project.
