Start by cutting the pay in top-heavy government departments

As a former federal government employee (Department of the Army, Bureau of Indian Affairs, and Department of Veterans Affairs), I can, in all sincerity, say that ALL government departments could easily withstand a 10 percent cut in employees and not miss a beat!

The one caveat I would apply is that no medical officers or Veterans Administration claims examiners would be cut, and that all employee cuts would be at the GS-14, 15 and 16 levels.

ALL federal government departments are extremely top-heavy!
