CUMBERLAND — The Cumberland Police Department’s Safe Streets Program is reaching out to city residents and the surrounding communities to assist in the apprehension of 16 people who are wanted on open arrest warrants for various criminal activities.
A new warrant initiative is under way this week to involve community neighbors, public safety and social service partners in helping to make the streets safer.
Operation Safe Streets is seeking help in locating these residents, all but two from Cumberland, who are wanted on the following charges:
• Jeremy Steven Combs, 29, assault.
• Frank Germaine Macdonald, 29, robbery and violation of probation.
• Matthew Jason Swick, 20, assault, two violations of probation.
• William James Izzett, 25, LaVale, two failures to appear for assault.
• Rachel Marie Baier, 30, failure to appear for credit card fraud.
• Lisa Ann Winfield, 48, motor vehicle theft.
• Kassie Lynell Miller, 25, violation of probation.
• Jon Pierre Lopez, 47, robbery.
• Darryl Lemar Powell Sr., 35, fraud.
• Mark Feodor Smith Sr., 46, fraud.
• Amber Lynn Sarro, 20, violation of probation.
• Josh Ian Cline, 36, Frostburg, failure to appar for traffic offenses and violation of condition.
• Carl Francis Deter IV, 32, violation of probation.
• Deron Michael Elbin, 38, violation of probation.
• Daniel Ray Izat, 37, violation of probation.
• Justin Michael Custer, 22, faillure to appear for DWI violation, violation of probation.

Under the Maryland State Safe Streets model, Cumberland Police, in conjunction with the sheriff’s office and allied law enforcement agencies, is collaborating with a unified approach to reduce crime and improve the quality of the city’s neighborhoods.
The Safe Streets objective is to reduce criminal activity within the city and surrounding areas.
