Mineral County Sheriff Craig Fraley poses for a photograph at his department’s holding facility on East Street in Keyser, W.Va. The building was constructed in the early 1970s as a jail to accommodate 36 inmates and was equiped with a new heating and air conditioning system earlier this year at a cost of about $17,000. New duct work is now needed.
