Frostburg condo project advances

Officials to issue building permit

FROSTBURG — Frostburg is expected to issue a building permit sometime this month that would allow construction of the Braddock’s Greene housing project to begin on the city’s south side, according to Rich Harris, Frostburg’s director of development.

Braddock’s Greene is a 50-unit condominium first proposed in early 2007 by Woda Group LLC of Westerville, Ohio. It is to be constructed on the east side of Braddock Road just north of Interstate 68’s Exit 33.

“Most recently there has been some delay while Woda worked with the Soil Conservation Service to develop a site plan that would be approved,” Harris said. “That involved stormwater flows and has been worked out.”

Construction has been facilitated by state and federal tax credits as well as $500,000 of assistance from the Ap-palachian Regional Commission for creation of the access road.

Braddock’s Greene has received official support from the mayor and council members twice, most recently via a resolution in August.

The housing units, available to people 55 or older making $18,000 to $30,000 a year, will be built on 9.12 acres purchased by Woda from Bernice and Ann Winner. The quarters will rent for $400 to $500 monthly and will be from 800 to 1,100 square feet. Each unit is to have a dishwasher, garbage disposal, refrigerator, two bedrooms, air conditioning and a garage.

Harris said Woda has paid all of the required municipal fees, including building permit fee and water tap fee, and has also contributed $25,000 toward modifications required at the access road from Braddock Road.

David Cooper, one of Woda’s owners, has called the Frostburg project a good geographic fit for his company, which has a similar development in Morgantown W.Va. Woda also has housing in Michigan, Ohio, Kentucky and Pennsylvania.

Cooper has described the housing units as those often preferred by retirees who choose to downsize from existing single-family homes. Second bedrooms are often used as dens or computer rooms, he said.

Cooper said the company employs a construction supervisor, but that all work with the exception of plumbing is done by local contractors.

Woda is also developing Cumberland Meadows, a multihousing unit similar to The Cascades on Fourth Street. Cumberland Meadows is to be located on 30 acres behind Allegany College of Maryland and is also for seniors with income restrictions. There is potential for other housing development on this land, Cumberland city officials said.

Cumberland Meadows re-places a proposed development by The Bell Group called Evitts Landing. That was to have been 100 townhouses and single-family dwellings as well as 75,000 square feet of office space, according to Kevin Bell of The Bell Group.

Woda has been in business for 38 years, according to city officials.
