OAKLAND — A 21-year-old Mountain Lake Park man was arrested Thursday on charges that he engaged in sexual activity with a 14-year-old girl, according to the Garrett County Sheriff’s Office.

Carl Richard Wotring was charged with third-degree sex offense and second-degree assault and was released on his own recognizance following a hearing before a district court commissioner.
