Harford man charged in alleged assault

FROSTBURG — A Harford County man was arrested early Tuesday after he allegedly assaulted a Lonaconing man during an incident at an East Main Street residence.

William Joseph Rafferty, 24, of Whiteford, was charged with first-degree assault, two counts of second-degree assault, and single counts of reckless endangerment, disorderly conduct, possession of a controlled dangerous substance (CDS) and possession of drug paraphernalia following the arrest by Frostburg Police Department at a residence in the 100 block of East Main Street at about 2:25 a.m.

Following the arrest, Rafferty was jailed Tuesday afternoon at the Allegany County Detention Center on $50,000 bond.

Police said Rafferty allegedly assaulted a 24-year-old Lonaconing man by striking him with a sock that contained rocks. The accused also allegedly spit on a female victim, who was not injured.

The male victim sustained lacerations to the head and face and was taken to Western Maryland Health System’s Memorial campus by Frostburg Area Ambulance. No information was available concerning his condition.

The incident was investigated by Patrolman J.W. McCoy. Frostburg State University Police Department was called for assistance.
