Max-security correctional institution nearing completion

NBCI’s fourth, final housing unit could open this summer

CRESAPTOWN — A state award of $66,355 for continuing work at the North Branch Correctional Institution on U.S. Route 220 moves the maximum-security prison one step closer to completion.

“Basically, this money is for final steps to integrate security controls between building and towers,” said Mark A. Vernarelli, director of public information for the Maryland Department of Public Safety and Correctional Services.

The contract modification awarded to Mascaro Construction as approved by the Maryland Board of Public Works on Wednesday includes money for a support services building at NBCI.

“It’s exciting to think that we are so close to completion of North Branch. We hope to have the third housing unit open this spring, and the fourth and final one this summer,” said Vernarelli.

The department hopes to add a Maryland Correctional Enterprises building that will provide more inmate jobs, and possibly add a few correctional positions.

When completed, the approximately $165-million prison complex will consist of four 256-cell units.

As of Thursday, the inmate population at NBCI was 539, with staffing by 336 correctional officers and various other positions.

“We are continuing to expand and the two new housing units will be completed in the very near future,” said NBCI Assistant Warden Richard J. Graham. Additional correctional officers are being hired weekly.

When fully operational, NBCI will be staffed by more than 500 employees in all positions and its population is projected at 1,400 inmates, Graham said.

The neighboring Western Correctional Institution, which is also now a maximum-security prison, houses approximately 1,719 inmates. There are 479 correctional officers there, according to the Maryland Division of Correction.

“It’s been a long road, but we’re almost at completion,” said Vernarelli. “We continue to be grateful for the support in the community and impressed by the dedication and excellence of the work force.”
