Howard Buchanan, chairman of the Canal Place Preservation and Development Authority, noted a 1996 engineer report showed that 86 percent of the sawtooth portion of the Footer Dye Works building was unable to be saved. Critics argued during a meeting Wednesday that techniques have changed and there are developers who are interested in renovating the building. They also said tax incentives are available to make such salvation possible.
